Rosilicie Ochoa Bogh’s background includes San Bernardino High School, the University of California, Santa Barbara, California State University, San Bernardino, the Yucaipa-Calimesa school board and real estate work in Yucaipa. Born June 30, 1972, she is the daughter of Mexican immigrants. She lived in Hawaii, Mexico and Florida as a child before settling in San Bernardino. She later moved to Yucaipa, and her career has included work as an English teacher, service in local education governance and work as a real estate agent in Yucaipa. She assumed office on December 7, 2020, and is the first Republican Latina state senator in California history.

ROOTS AND THE LOCAL WORK

Ochoa Bogh graduated from San Bernardino High School and the University of California, Santa Barbara. She earned her teaching credential from California State University, San Bernardino, then worked as an English teacher. She served on the Yucaipa-Calimesa Joint Unified School District School Board. She also has worked as a real estate agent in Yucaipa.

Ochoa Bogh met her husband, Greg Bogh, while they were attending high school. They moved to Yucaipa in 2002 and have three children. As of 2024, Greg Bogh was a former mayor and a member of the Yucaipa City Council. Rosilicie Ochoa Bogh’s record before entering the Senate included work as an educator and real estate agent and service on the local school board.

THE PATH TO SACRAMENTO

Ochoa Bogh announced her Senate candidacy in July 2019. The nonpartisan blanket primary had five candidates. She placed second and outpolled conservative Beaumont City Councilman Lloyd White.

In the November general election, she faced Democratic nominee and San Bernardino School Board Trustee Abigail Medina. Ochoa Bogh defeated Medina by a 5% margin and assumed office on December 7, 2020. The election brought a former English teacher, school-board member and Yucaipa real estate agent into the California State Senate. She became the Republican Party’s first Latina California state senator.

Her documented public record before the Senate included service on the Yucaipa-Calimesa school board. Her 2020 election involved a second-place finish in a five-candidate primary followed by victory over the Democratic nominee in the general election.

A DOCUMENTED POLICY APPEARANCE

A documented policy appearance in Ochoa Bogh’s Senate career came in February 2025, when she attended a San Diego press conference to promote Minority Leader Brian Jones’ proposed “Safety Before Criminal Sanctuary” bill. The proposal would weaken California’s SB54, the state law limiting the ability of law enforcement to cooperate with ICE.

By attending the press conference to promote the bill, Ochoa Bogh publicly supported that specific proposal. SB54 limits law-enforcement cooperation with ICE, and the proposed bill would weaken those limits.

The documented action is narrower than a general characterization of her immigration policy: Ochoa Bogh promoted a specific bill concerning cooperation between California law enforcement and ICE.
