Fong was born on February 29, 1976. He graduated from Francisco Bravo Medical Magnet High School and attended East Los Angeles College.
He holds a Bachelor of Science in Psychobiology from the University of California, Los Angeles, and a Master of Public Administration from California State University, Northridge. His higher-education background therefore includes East Los Angeles College, UCLA and California State University, Northridge.
Before joining the Assembly, Fong was a member of the Los Angeles Community College District Board of Trustees. That board service was among the various positions he held in Los Angeles County before his election to the Legislature.
